Most of the paces threaten to stall or reverse development gains and hence extreme recurrent poverty of the rural farmer’s communities and livelihoods in urban areas of Rwanda. The Rwandan living standards must be improved by developing the economy and society in a way that is able to withstand the impacts of a changing climate.<br /><br /><br />Projected impacts and others, undermine investments in food security and global health, as well as create new potential for conflict over land and resources. This grant will strengthen the collaboration of different actor such as local government, private sector, NGOs, the research community, and particularly vulnerable populations. Working together to facilitate adaptation will help to increase the resilience of vulnerable communities, and ecosystems to climate change impacts.<br /><br />These interventions are going to gain on the U.S. dedicated significant additional funding to climate change adaptation from 2010 to 2012. The intervention of the project will build on the findings of the recent national information on climate vulnerabilities found by the Rwandan second National Communications to the United Nations Framework Convention on Climate Change (UNFCCC). This results in multiple consequences including heightened and persistent poverty among indigenous women. This gender inequality and poverty have dropped a large number of indigenous women into the trap of dependency towards their male partners and expose violence and sexual assault risk of contamination with HIV / AIDS.<br /><br />GLCPD project involves capacity building of local community environmental project on the protection of women's rights to property and their rights to inherit property, how to provide support to survivors of acts of violence and ensure that the fight against HIV / AIDS includes strategies for reducing violence against women, establishing a link between efforts to prevent violence and HIV / AIDS at the against women historically marginalized. The building will be made to the target group, the traditional heads of families, police, judiciary, health workers, social services and decentralized local authorities. Today Rwanda scores poorly on the Voice and Accountability Index and despite progress in recent years, there is evidence of deepening poverty and growing inequality in the country, biased especially against rural women, youth and people with disabilities. <br />Numerous studies and meetings of civil society and Rwanda development partners in recent months have drawn attention to Rwanda civil society organizations’ and citizens’ weak voice in decision-making process particularly at local level. While noting that the government of Rwanda is continually opening up to and providing formal spaces for citizens and civil society at all levels to engage in public policy dialogue and monitoring of service delivery, they are not responding with enough interest and commitment to make an impact on these processes. <br />The same trend is observed at the local government level where again citizens (directly or indirectly through their elected representatives) are not utilizing effectively the formal spaces provided under the decentralization framework (Umuganda, Ubudehe, JADF, CDC, Imihigo etc.) to bring their voices to bear on planning, implementation and management processes and to demand accountability in the use of public resources in service delivery and local development.<br /><br /> The citizens are not aware of their right to and do not therefore demand accountability from public servants and leaders that they themselves elect into office. Pour atteindre un développement durable la jeunesse et les enfants en particulier sont devenus un thème spécifique à intégrer transversalement dans toutes les interventions et planification de développement socio économique. <br /><br />Cependant les enfants historiquement marginalisés naissent dans les familles très pauvres et dépourvues et de ce fait ,ils subissent de temps en temps l’auto stigmatisation ,les enfants ne fréquentent presque pas même l’école primaire ou catégoriquement certains sont déscolarisés et les autres ne sont pas scolarisés ce qui pousse toute les générations de la population historiquement marginalisée à être plongée dans un cercle vicieux de pauvreté persistante et chronique ainsi que une certaine forme d’ignorance aigue d’où la notion de développement et bien être restent un rêve chez elle.<br /><br />Cette problématique épineuse entraîne à son tour les conséquences notoires telles que la délinquance juvénile, la contamination du VIH/SIDA, consommation des drogues, banditisme et au défaut cette jeunesse constitue la main d’œuvre gratuite devant les travaux lourdes ou avec rémunération insignifiante pour la population locale.<br />En effet la simple raison que la population historiquement marginalisée ne procède pas à la scolarisation de leurs enfants, il est très difficile pour elle de se développer sur le plan multisectoriel malgré de nombreux efforts planifiés déployés par le gouvernement Rwandais et ses partenaires en vue de l’amélioration des conditions socio-économiques des populations historiquement marginalisées. L’autre constat amer est que la jeunesse historiquement marginalisée déscolarisée et non scolarisée n’est pas outillée pour l’apprentissage des métiers professionnels ou à l’entreprenariat des activités génératrices de revenus afin de pouvoir contourner le problème de pauvreté qui pèse lourdement sur elle.<br /><br />Cette problématique est très prononcée chez la population historiquement marginalisée de 11Secteurs qui compose le district de Nyabihu de la province du Nord qui enregistre au total 240 ménages de la population historiquement marginalisée dont les enfants se heurtent sérieusement à un problème de déscolarisation et d’abandon scolaire. <br />C’est dans ce cadre de contribuer à la résolution du présent problème et promouvoir le développement socio-économique durable de la population historiquement marginalisée que GLCPD a conçu le présent projet. <br /> <br />Le projet consiste d’une part à la mobilisation des parents à l’importance de l’éducation des enfants future population de demain, appui à la scolarisation en matériels et équipements et d’autres part à l’apprentissage des métiers professionnels tels que la menuiserie et la couture. Les FDLR mais surtout le FNL d'Agato Rwasa. Combien des fois ne vous a-t-on pas écrit le nombre de deux mille vaches razziées, d'un seul coup, des femmes banyamulenge violées, emportées ou tuées par les Mayimayi.<br /> <br />Qui de ce monde des vivants ignore le massacre à grande échelle des Banyamunge à Gatumba au Burundi en aoûte 2004, massacre au cours duquel 160 banyamulenge dont la plupart des femmes et des enfants furent coupés les têtes, à la machette, éventrés jusqu'à lame du rasoire, fusillés à la klachnikov, brûlés morts ou vivants par les rebelles de FNL dont le chef,Agato Rwasa, renvandiqua en personne le génocide commis. Et demeure, jusqu'à ce jours impuni malgré le sang innocent qui crie que justice lui soit faite. A bas et honte à la communauté internationale qui traite différemment les peuples.<br /> <br />Au nom de qui et de quoi roule la presse à Uvira lorsqu'elle prétend accuser les Banyamulenge de coalision avec leurs bourreaux d'août 2004 ?<br />S'agit-il d'un cynisme à outrance voulant prouver ; << voici il y a 7 ans on vous a égorgés comme des brébis à l'abatoire et vous êtes à la fois incapables de vous venger comme incapables de faire arrêter les génocidaires >>. Chez- nous on dit ceci que " l'homme chien est celui qui se moque de la victime".<br /> <br />Pour nous les Banyamulenge, la presse locale d'Uvira souffre de deux maux principaux à savoir: l'incompétence médiatique et la réssurgence de vieux démons marquée par une forte volonté délibérée à vouloir culpabiliser les souffle-douleur de la citoyenneté congolaise pendant des décennies durant. L'esprit démoniaque étouffé dans sa coquille plaintive, cherche apparaître autrement, sous une forme nouvelle mais c'est toujours celui là, le même, cupabiliser le Munyamulenge à tout prix.<br /> <br /> <br /> Enfin, nous soupçonnons également une autre tactique politicienne.<br />A ce moment où la République démocratique du Congo est mis à prix pour sa sécurité, << Le partage des richesses comme monnaie d'échange pour la paix en RDC>>, le bénéficaire potentiel ne peut que mettre le plan à exécution. Après la fueille de route, il doit decendre tous ceux qui se réclament des nationalites et dont les jeunes banyamulenge qui ont tenu tête à la plus redoutable armée de la sous-région en 2002. Mais tenter de récidiver c'est oublier que vouloir répéter la triste expérience égale s'exposer doublement et exposer sa honte devant la communauté internationale.<br /> <br /><< La guerre, aime-t-on dire, n'éclate pas comme un orage dans un ciel d'été>>. The youth is this region was the first victims of this conflict such as enrolled in group’s arms, HIV/AIDS and others challenges of life. This was making them to be one of the marginalized groups in the society. The lack of cultural diversity, tolerance and development of youth in the region is rapidly assuming dangerous proportions in many countries as their economies and educational systems are unable to accommodate these numbers of youth. These impacts will be felt at the individual, familial, national and global levels if not addressed, and this is a prescription for disaster. Promouvoir la culture de la paix et le développement dans la région du Grand Lacs(DR Congo, Rwanda et Burundi)<br /><br />L’organisation comporte 4 organes de la manière ci-après :<br /><br />a) l’Assemblée générale : c’est l’organe suprême de prise de décisions de l’association.<br />b) Conseil d’Administration : il est chargé de la gestion quotidienne des activités de l’organisation et fait des rapports y relatifs à l’Assemblée Générale.<br /><br />c) Conseil de Surveillance : il veille à la gestion saine des fonds et patrimoine de l’organisation ainsi que le respect des décisions et orientations prises par l’Assemblée Générale et fait des rapports à l’Assemblée Générale.<br /><br />d) Service technique : c’est l’organe technique qui est chargé de l’exécution des activités sur terrain. Il est sous le contrôle du Conseil d’Administration. <br /><br />Tous ces organes interviennent dans la planification et gestion des activités d’une façon participative avec l’intégration étroite du groupe cible. L’exécution des activités intègre le genre dans toutes les interventions.
