Great Lakes Center for Culture, Peace and Development

The Great Lakes Center for Culture, Peace and Development (GLCPD) is an independent organization started in January 2008. The organization is registered as a not-for-profit and non-governmental organization in Rwanda and its activities cover Rwanda, Burundi and the Democratic Republic of Congo. The Head Office is located at AMAHORO Street, REMERA Sector, GASABO District, KIGALI. The aim of GLCPD is the prevention of conflict and the promotion of culture, peace and development in the Great Lakes Region of Africa.

The conflicts in Rwanda, Burundi and the Democratic Republic of Congo have claimed the lives of millions of innocent civilians, and armed groups in these countries committed gross violations of human rights . The conflicts also destroyed decades of development efforts and prevented further development, thus exacerbating human suffering and poverty. The Great Lakes Center for Culture, Peace and Development will work with governments, regional groups/associations and local people to identify the causes and address them in a practical and sustainable manner.

Our vision is to promote peace, culture and development in the Great Lakes Region.

• To contribute to poverty reduction through the promotion of revenue-generating activities to benefit the vulnerable sectors of society;
• To contribute to the well-being of the population, give assistance to widows, orphans and street children and fight against HIV-AIDS and other epidemic diseases;
• To contribute to justice, human rights, unity and reconciliation in the Great Lakes region;
• To contribute to the protection of the environment;
• To promote the integration of youth in socio-economic development;
• To promote culture through films, songs and conferences.

Peace in Great Lakes Region of Africa

Peace and security: Signers must renounce force in regional relations, abstain from supporting or tolerating the presence of armed dissidents of other states, cooperate in disarming and dismantling existing rebel movements, control regional arms transfers, eliminate and prevent hate speech and ethnic discrimination, and prosecute war crimes and crimes against humanity, particularly sexual violence and abuse of women and girls.

Democracy and good governance: The signatories must establish or abide by the rule of law and respect for human rights; enact or strengthen constitutional systems based on a separation of powers, political pluralism, regular and credible elections and transparency in political and economic governance; and establish a regional council on information and communications to promote free expression and media rights.

Economic development: Parties to the agreement must end or prevent the illegal exploitation of natural resources, respect national sovereignty over natural resources, establish the Great Lakes as a “specific reconstruction and development zone,” harmonize national and regional economic policies, cooperate in projects relating to regional energy, transport and communications, and enhance commerce and development among border populations to promote regional integration.

Humanitarian and social welfare: The signers must protect and assist internally displaced populations in line with international standards, protect and respect the property rights of returning refugees and displaced persons, establish regional early warning and disaster prevention systems, and guarantee access to basic services for populations affected by conflict and natural disasters.

Famille du defit SERUKIZA

L'une des raisons, et la principale, pour lesquelles un certain groupe de militaires banyamulenge ne quittent pas les Hauts plateaux, c'est de pouvoir assurer la protection à leurs parents et leurs biens, menacés par les forces négatives dont les Mayimayi constitués de jeunes des tribus voisines et rivales depuis l'époque de la rébellion muleliste. Les FDLR mais surtout le FNL d'Agato Rwasa. Combien des fois ne vous a-t-on pas écrit le nombre de deux mille vaches razziées, d'un seul coup, des femmes banyamulenge violées, emportées ou tuées par les Mayimayi.

Qui de ce monde des vivants ignore le massacre à grande échelle des Banyamunge à Gatumba au Burundi en aoûte 2004, massacre au cours duquel 160 banyamulenge dont la plupart des femmes et des enfants furent coupés les têtes, à la machette, éventrés jusqu'à lame du rasoire, fusillés à la klachnikov, brûlés morts ou vivants par les rebelles de FNL dont le chef,Agato Rwasa, renvandiqua en personne le génocide commis. Et demeure, jusqu'à ce jours impuni malgré le sang innocent qui crie que justice lui soit faite. A bas et honte à la communauté internationale qui traite différemment les peuples.

Au nom de qui et de quoi roule la presse à Uvira lorsqu'elle prétend accuser les Banyamulenge de coalision avec leurs bourreaux d'août 2004 ?
S'agit-il d'un cynisme à outrance voulant prouver ; << voici il y a 7 ans on vous a égorgés comme des brébis à l'abatoire et vous êtes à la fois incapables de vous venger comme incapables de faire arrêter les génocidaires >>. Chez- nous on dit ceci que " l'homme chien est celui qui se moque de la victime".

Pour nous les Banyamulenge, la presse locale d'Uvira souffre de deux maux principaux à savoir: l'incompétence médiatique et la réssurgence de vieux démons marquée par une forte volonté délibérée à vouloir culpabiliser les souffle-douleur de la citoyenneté congolaise pendant des décennies durant. L'esprit démoniaque étouffé dans sa coquille plaintive, cherche apparaître autrement, sous une forme nouvelle mais c'est toujours celui là, le même, cupabiliser le Munyamulenge à tout prix.


Enfin, nous soupçonnons également une autre tactique politicienne.
A ce moment où la République démocratique du Congo est mis à prix pour sa sécurité, << Le partage des richesses comme monnaie d'échange pour la paix en RDC>>, le bénéficaire potentiel ne peut que mettre le plan à exécution. Après la fueille de route, il doit decendre tous ceux qui se réclament des nationalites et dont les jeunes banyamulenge qui ont tenu tête à la plus redoutable armée de la sous-région en 2002. Mais tenter de récidiver c'est oublier que vouloir répéter la triste expérience égale s'exposer doublement et exposer sa honte devant la communauté internationale.

<< La guerre, aime-t-on dire, n'éclate pas comme un orage dans un ciel d'été>>. Il faut trouver des alibis, il faut accuser l'adversaire de collabo avec le terrorisme, les forces négatives dont le FNL d'Agato Rwasa soit-il !
Enfin, il est toujours d'un bon ton d'expliquer mezzo voce que les Banyamulenge ne sont pas raisonnables. Qui vivra verra !

Paper on violence to women historically marginalized

This project involves capacity building of local community environmental project on the protection of women's rights to property and their rights to inherit property, how to provide support to survivors of acts of violence and ensure that the fight against HIV / AIDS includes strategies for reducing violence against women, establishing a link between efforts to prevent violence and HIV / AIDS at the against women historically marginalized in Rwanda. The building will be made to the target group, the traditional heads of families, police, judiciary, health workers, social services and decentralized local authorities. The project will be implemented through awareness, advocacy and training and advocacy for beneficiaries with decision-making bodies.

Peace and resolution conflict in Great Lakes region of Africa

The conflicts in Rwanda, Burundi and the Democratic Republic of Congo have claimed the lives of millions of innocent civilians, and armed groups in these countries committed gross violations of human right. The conflicts also destroyed decades of development efforts and prevented further development, thus exacerbating human suffering and poverty. The youth is this region was the first victims of this conflict such as enrolled in group’s arms, HIV/AIDS and others challenges of life. This was making them to be one of the marginalized groups in the society. The lack of cultural diversity, tolerance and development of youth in the region is rapidly assuming dangerous proportions in many countries as their economies and educational systems are unable to accommodate these numbers of youth. These impacts will be felt at the individual, familial, national and global levels if not addressed, and this is a prescription for disaster. To address this problem, the Great Lakes Center for Culture, Peace and Development (GLCPD) work with youth associations and local people to identify the causes and address them in a practical and sustainable manner.
The project aims to achieve by training youth through civic educational, human rights, cultural diversity, conflict prevention , leadership and skills of development that are directly affecting them.

Civilians continue to suffer serious human rights abuses at the hands of multiple armed groups active in Central African Republic, which has been an area of antigovernment insurgency since 1990. The government is failing to provide them with protection, rebel factions and criminal gangs have taken advantage of this to commit abuses with complete impunity.

The Great Lakes region in Africa is one of the region where institutionalization of democratic management modes is not promoted , there are absence of open political dialogue, absence of consensus on constitutional and democratic principles, lack of citizens’ participation in the decision making and democratic processes, electoral systems which do not promote fair and proportional representation of citizens, weakness or ignorance of basic democratic values such as wider participation, transparency, accountability and respect for human rights, weak capacity of political parties and democratic institutions.

- Program to aid Vulnerable People: A proposed free legal aid project is to enable vulnerable people (widows, orphans, people living with HIV/AIDS, genocide survivors etc) who cannot afford to pay for legal advice.

-A co-operative to train trainers in Peace, Human Rights, Democracy and Leadership. It is intended to select one trainer from each sector in Great Lakes region of Africa who will, in turn, themselves undertake training courses at a national level.

Presentation de GLCPD

1.2. Brève présentation de l’organisation GLCPD

L’Organisation a comme principale mission de développement et promotion du groupe cible à travers l’amélioration des conditions socio-économiques de la population de base. L’Association mène ses activités sur tout le territoire national.


GLCPD intervient dans les domaines suivants :

1. Agriculture et élevage
2. Protection de l’environnement
3. Appui aux groupes vulnérables à leur auto promotion
4. Assistance aux enfants orphelins et femmes veuves chefs des ménages
5. Encadrement de la population rescapée du Génocide à s’intégrer dans les programmes de développement qui sont en cours dans le pays ;
6. Promouvoir la culture de la paix et le développement dans la région du Grand Lacs(DR Congo, Rwanda et Burundi)

L’organisation comporte 4 organes de la manière ci-après :

a) l’Assemblée générale : c’est l’organe suprême de prise de décisions de l’association.
b) Conseil d’Administration : il est chargé de la gestion quotidienne des activités de l’organisation et fait des rapports y relatifs à l’Assemblée Générale.

c) Conseil de Surveillance : il veille à la gestion saine des fonds et patrimoine de l’organisation ainsi que le respect des décisions et orientations prises par l’Assemblée Générale et fait des rapports à l’Assemblée Générale.

d) Service technique : c’est l’organe technique qui est chargé de l’exécution des activités sur terrain. Il est sous le contrôle du Conseil d’Administration.

Tous ces organes interviennent dans la planification et gestion des activités d’une façon participative avec l’intégration étroite du groupe cible. L’exécution des activités intègre le genre dans toutes les interventions. Dans les interventions GLCPD privilégie l’approche participative avec la considération de l’environnement et VIH/SIDA comme thèmes transversaux dans toutes les interventions.
